Why are there different ID levels? What's the difference?

The higher the ID level, the more functions available to you in the PEAX portal. ID level 0 (identification of your email address) basically serves as a transitional phase until the activation code for ID level 1 or 2 is entered. During this time, you can only use the upload function. ID level 1 (identification of your residential address by letter) allows you to use the postbox (mail subscription) and ID level 2 (identification of your residential address by registered mail) gives you access to the PEAX Payment functions.
